Q. How can I paint emulsion over a whitewashed ceiling surface?

A. You would first need to apply an alkaline-resistant blocking paint before applying an acrylic emulsion. Do not apply a paint that contains an alkyd resin, as alkyds are not alkaline resistant.

Your local paint stores should be avble to offer you an alkaline resistant blocker.
