Standards of Performance for New Stationary Sources
(40CFR60.1 -- 40CFR60.496)

The following is a summary of the referenced federal rules, as published in the Code of Federal Regulations (CFR). This information is provided as an aide to help understand the requirements of the federal regulations, as they pertain to specific industrial or manufacturing operations. This information is not provided nor intended to act as a substitute for legal or other professional services. CFR citation numbers for each subpart are indicated, while the full text of the CFR citations can be viewed by clicking HERE and following the directions.

This part addresses air emissions from stationary sources at an affected facility. A stationary source is defined as any building, structure, facility, or installation which emits or may emit any air pollutant. Sources must adhere to the applicable standards for various pollutants in their exhaust air.

Pollutants covered under this part include but are not limited to nitrogen oxides, sulfur oxides, carbon monoxide, and volatile organic compounds. For each source category, standards are set for emissions of commonly found pollutants, test methods for monitoring and calculating emissions are provided, and reports and recordkeeping are required to document facility operations and compliance.

Part 60 contains five subparts specific to industries that perform organic surface coating of metals: (1) metal furniture manufacturing; (2) automobiles and light-duty trucks; (3) large appliances; (4) metal coil; and, (5) beverage cans.

Subpart A – General Provisions (40CFR60.1 -- 40CFR60.19)

Notification and Recordkeeping (40CFR60.7)
Owners/operators are required to notify EPA of the dates when the commencement of actions such as construction, modification, or startup of affected facilities occurs. Affected facilities must also provide EPA with dates pertaining to certain compliance monitoring activities. In addition, various reports containing compliance monitoring data are required to be kept and periodically submitted to EPA.

Performance Testing (40CFR60.8)
Affected facilities must perform a number of tests under specified conditions to determine performance levels and emission rates.

Compliance with Standards and Maintenance Requirements (40CFR60.11)
Affected facilities are required to perform testing to determine compliance with opacity standards and emission limits. Affected facilities are also required to maintain and operate their equipment, including any air pollution control equipment, in accordance with good air pollution control practices.

Monitoring Requirements (40CFR60.13)
Outlines requirements for the use of continuous monitoring systems and for the submission of the resulting data.

Modification and Reconstruction (40CFR60.14 and 40CFR60.15)
Explains the circumstances under which the modification or reconstruction of a facility would cause it to become an affected facility, thus subjecting it to the emission standards and other requirements of Part 60.

General Control Device Requirements (40CFR60.18)
Control device requirements used to comply with applicable subparts of Part 60 and Part 61, but only applies to facilities covered by subparts referring to this section.

Subpart EE -- Standards of Performance for Surface Coating of Metal Furniture (40CFR60.310 -- 40CFR60.316)

Applicability and designation of affected facility (40CFR60.310)
Each metal furniture surface coating operation in which organic coatings are applied must comply with the performance standards of this subpart unless the operation can verify that it uses less than 3,842 liters of coating material as applied per year.

Standards for volatile organic compounds (VOC) (40CFR60.312)
For surface coating operations of metal furniture, VOC emission shall not exceed 0.90 kilograms of VOC per liter of coating solids applied.

Performance tests and compliance provisions (40CFR60.313)
Tests are required to verify compliance with the performance standards. Tests are to be conducted regularly to determine monthly volume-weighted average emissions of VOCs in kilograms per liter of coatings solids applied.

Monitoring of emissions and operations (40CFR60.314)
Presents information about operating requirements for temperature measuring devices or VOC emissions control devices.

Reporting and recordkeeping requirements (40CFR60.315)
Reports and records for affected facilities must include the following information: a list of coating used, coating volume used in application, average combustion temperature of emissions control devices, and the estimated mass of VOCs emitted per volume of applied coatings.

Test methods and procedures (40CFR60.316)
Presents acceptable test methods for determining operating parameters used in calculating figures required for recordkeeping purposes.

Subpart MM --Standards of Performance for Automobile and Light Duty Truck Surface Coating Operations (40CFR60.390 -- 40CFR60.398)

Applicability (40CFR60.390)
For each commercial processor that manufactures automobiles and light-duty trucks, the facility in which organic coatings are applied must comply with the performance standards of this subpart.

Standards for volatile organic compounds (VOC) (40CFR60.392)
VOC emission limits for coatings, as applied, are not to exceed 0.17 kilograms of VOC per liter (kg/L) of applied coating solids for prime coats, 1.40 kg/L for guide coats, and 1.47 kg/L for topcoats.

Performance tests and compliance provisions (40CFR60.393)
Tests are required to verify compliance with performance standards and are to be conducted regularly to determine monthly volume-weighted average emissions of VOCs in kilograms per liter of coatings solids applied.

Monitoring of emissions and operations (40CFR60.394)
Provides information about operating requirements for temperature measuring devices on VOC emissions control devices.

Reporting and recordkeeping requirements (40CFR60.395)
Reports and records are required for facilities and must include coating volume used in application, average combustion temperature of emissions control devices, and the estimated mass of VOCs emitted per volume of applied coatings.

Reference methods (40CFR60.396)
Provides acceptable test methods for determining operating parameters used in calculating figures required for recordkeeping purposes.

Modifications (40CFR60.397)
Discusses changes to a surface coating system that are not considered to be the type of changes to an existing facility which would subject the facility to the requirements of this rule. Such modifications include adaptations to accommodate model year changes of vehicles and changes to the film thickness applied.

Innovative technology waivers (40CFR60.398)
Provides facility-specific waiver information for major auto assembly plants in the United States that exceed limits on portions of coating lines during technology development.
Subpart SS -- Standards of Performance for Industrial Surface Coating: Large Appliances (40CFR60.450 -- 40CFR60.456)

Applicability and designation of affected facility (40CFR60.450)
The provisions of this subpart apply to surface coating facilities in each manufacturing operation for large appliances, including, but not limited to, ranges, ovens, microwave ovens, refrigerators, freezers, washers, and dryers.

Standard for volatile organic compounds (VOC) (40CFR60.452)
For surface coating operations of large appliances, the VOC emissions of coatings, as applied, must not be in excess of 0.90 kilograms of VOC per liter.

Performance tests and compliance provisions (40CFR60.453)
Tests are required to verify compliance with performance standards and are to be conducted regularly to determine monthly volume-weighted average emissions of VOCs in kilograms per liter of coatings solids applied.

Monitoring of emissions and operations (40CFR60.454)
Provides information about operating requirements for temperature measuring devices on VOC emissions control devices.

Subpart TT -- Standards of Performance for Metal Coil Surface Coating (40CFR60.460 -- 40CFR60.466)

Applicability and designation of affected facility (40CFR60.460)
The provisions of this subpart apply to facilities with systems used to apply an organic coating to the surface of any continuous metal strip with a thickness of 0.15 millimeters or more that is packaged in a roll or a coil.

Standards for volatile organic compounds (VOC) (40CFR60.462)
Presents emission VOC limitations depending upon the use of control devices:
Without control devices -- VOC emissions must not exceed 0.28 kilograms of VOC per liter (kg/L) of coatings applied for each calendar month.
Continuously used control devices -- VOC emissions must not exceed 0.14 kg/L for each calendar month. Alternatively, facilities may show that the VOC emissions of coatings, as applied, is reduced to less than 10% of their initial amount (90% reduction in VOC emissions).

Subpart WW -- Standards of Performance for the Beverage Can Surface Coating Industry (40CFR60.490 -- 40CFR60.497)

Applicability and designation of affected facility (40CFR60.490)
For purposes of this subpart, beverage cans include two-piece steel or aluminum containers for beer, soft drinks, and similar beverages, but do not include food products of vegetable juice containers. The provisions of this subpart apply to the following beverage can surface coating operations: each exterior base coat operation, each overvarnish coating operation, and each inside spray coating operation.

Standards for volatile organic compounds (VOC) (40CFR60.492)
Calendar month Emission limitations for VOC must remain less than: 0.29 kilograms of VOCs per liter (kg/L) for base coat operations; 0.46 kg/L for clear coat or overvarnish; and 0.89 kg/L for inside spray coatings.
