The objective of the Paints and Coatings Resource Center is to deliver regulatory and pollution prevention information, either directly to businesses engaged in painting and coating, or indirectly through the technical assistance community (including state and local agencies, and consultants). You should find this site very useful whether you are a veteran environmental manager searching for the answer to a specific question or a newcomer learning the basics.

The PCRC contains many tools and references to assist you with your regulatory issues including VOC/HAP calculators, a Treatment, Storage, and Disposal (TSD) Facility Locator, Ask the Expert, a searchable consultant directory, hot topics, and news features.


The PCRC was developed and continues to be maintained by the National Center for Manufacturing Sciences (NCMS). It is one of the most mature of several industry-specific Compliance Assistance Centers (CACs) developed through industry-government partnerships and supported through cooperative agreements with the EPA. The CACs are typically focused on industries that are heavily populated with small businesses that face substantial federal and state regulation.

PCRC launched a new tool for locating Federal Regulations for Solvent use and Surface Coating.Locate all current EPA air regulations and guidelines including National Emission Standards for Hazardous Air Pollutants (NESHAP) and Control Techniques Guidelines (CTG). Stormwater Discharges from Industrial Activities-Fact Sheets and Guidance. This fact sheet specifically discusses stormwater discharges from the fabricated metal products manufacturing facilities. Facilities in this group require coverage under an industrial stormwater permit.

Summary of Requirements for Very Small Quantity Generators. If you generate no more than 100 kg (220 lbs) of hazardous waste and no more than 1 kg (2.2 lbs) of acute hazardous waste per month, you are a VSQG. As a VSQG, you must comply with three basic waste management requirements.
